It is satisfactory that you are in communication with the Inspector-General of Customs, and any indication of steps which he thinks it desirable for us to take, in order to prevent any tampering with the administration of the Customs, should receive careful attention, and would be very valuable.

The point of immediate urgency is to get the official instructions to Sir R. Hart made explicit in language; it would, however, be desirable as far as possible to get a definition of the method of administration laid down in the Loan Agreements.
